Opening hearings, the Committee Chair Artur Palatnyi noted that “in 2013 the number of children that have received recreational and rehabilitation services has significantly increased.”
The Committee Chair stressed that “there still remain acute problems that pertain to securing quality and safety conditions of food and lodging for children. There are also numerous violations of sanitary and epidemiological rules”.
A.Palatnyi noted that “in order to overcome all problems in the sphere of children’s recreation and rehabilitation; secure state guarantees regarding availability and quality of rehabilitation and recreation services; and develop the network of children’s health centers it is necessary to secure urgent adoption of the State target social program for children’s recreation and rehabilitation and development of the network of children’s health centers until 2017”.
Participants of discussion focused attention on the problem of determining optimal duration of recreational shift.
A.Palatnyi informed that the Committee took the decision to recommend the Parliament adopt as a basis the draft law on amendments to article 13 of the Law “On Children’s Recreation and Rehabilitation” (re determining the age of children that are on a stay in recreation and rehabilitation centers jointly with parents) (Reg. No. 3375).
Participants of hearings made several recommendations to legislative and executive authorities, under which the Verkhovna Rada should scrutinize and adopt the bills on amendments to article 13 of the Law “On Children’s Recreation and Rehabilitation” (re determining the age of children that are on a stay in recreation and rehabilitation centers jointly with parents) and on amendments to article 2 of the Law “On State Support and Peculiarities of Functioning of Children’s Centers “Artek” and “Moloda Hvardiya” (re the possibility of placement of educational institutions) (Reg. No. 2284).
According to A.Palatnyi, the recommendations shall be scrutinized in the Committee and considered in the process of further legislative work.
